On September 17, 2020, Zhejiang Xiangtian Import and Export Co., Ltd. organized an acceptance working group consisting of the environmental impact assessment preparation unit (Zhejiang Taicheng Environmental Technology Co., Ltd.), the environmental protection facility construction unit (Zhejiang Wanshun Environmental Protection Engineering Co., Ltd.), the acceptance monitoring unit (Taizhou Lushui Qingshan Environmental Technology Co., Ltd.), and experts to hold an environmental protection acceptance meeting for the completion of the annual sales of 100000 tons of chemical raw material storage project of Zhejiang Xiangtian Import and Export Co., Ltd. The acceptance team conducted on-site inspection and verification of the implementation of environmental protection work in this project, and after careful research and discussion, formed inspection opinions. According to the Regulations on Environmental Protection Management of Construction Projects and the relevant requirements for self acceptance by enterprises, in order to widely solicit and understand the public's opinions on the environmental protection acceptance of the completion of the annual sales of 100000 tons of chemical raw materials storage project of Zhejiang Xiangtian Import and Export Co., Ltd., the information on the environmental protection acceptance of this project is now publicly announced as follows:

1、 Basic information of the project

（1） Construction location, scale, and main construction content

Construction location: No. 53, Donghai Fourth Avenue, Toumen Port New Area, Linhai, Taizhou City, Zhejiang Province.

Construction scale and main construction content: The total investment of the project is 83 million yuan, which includes the construction of Class A tank area, Class A warehouse, Class B warehouse, barrel loading workshop, research and development building (actually used as an office building), and power workshop. The annual turnover capacity of 100000 tons of chemical raw materials has been built.

（2） Construction process and environmental approval status

In November 2018, the company commissioned Zhejiang Taicheng Environmental Technology Co., Ltd. to complete the Environmental Impact Assessment Report for the Annual Sales of 100000 Tons of Chemical Raw Materials Storage Project of Zhejiang Xiangtian Import and Export Co., Ltd., and obtained the project's environmental impact assessment approval on December 3, 2018 (Lin Huan Shen [2018] No. 147).

At present, the main project and supporting environmental protection facilities are operating synchronously and normally.

（3） Investment situation

At present, the actual total investment is 83 million yuan, of which the environmental protection investment is 1.3 million yuan, accounting for 1.6% of the total investment.

（4） Scope of acceptance

The content of this acceptance is the main project and environmental protection supporting facilities of Zhejiang Xiangtian Import and Export Co., Ltd.'s annual sales of 100000 tons of chemical raw material storage project.

2、 Acceptance monitoring results

1. Wastewater

After the commissioning of the production wastewater treatment facilities in this project, the monitoring results show that the chemical oxygen demand, suspended solids concentration, and pH value in the total discharge outlet of this project's wastewater meet the third level discharge standards of the Comprehensive Wastewater Discharge Standard (GB8978-1996); The concentration of ammonia nitrogen meets the requirements of the indirect emission limits for nitrogen and phosphorus pollutants in industrial wastewater (DB33/887-2013) for other enterprises.

2. Waste gas

The emission concentration and emission rate of non methane total hydrocarbons, toluene, xylene, and methanol in the exhaust gas treatment facilities of this project comply with the second level standard limits for new pollution sources in the Comprehensive Emission Standards for Air Pollutants (GB16297-1996); The emission concentrations of acetone, ethyl acetate, isopropanol, methyl acetate, butyl acetate, butanone, n-butanol, and DMF meet the 8-hour weighted average allowable concentration requirements in the Occupational Exposure Limits for Hazardous Factors in the Workplace Part 1: Chemical Hazardous Factors (GBZ 2.1-2019); The odor concentration meets the second level standard for new expansion and renovation projects in the "Emission Standards for Odor Pollutants" (GB14554-93).

The highest concentrations of non methane total hydrocarbons, toluene, xylene, and methanol in the unorganized waste gas at the factory boundary meet the requirements of the enterprise boundary air pollutant concentration limit in the "Comprehensive Emission Standards for Air Pollutants" (GB16297-1996). The unorganized emissions of acetone, ethyl acetate, isopropanol, methyl acetate, butyl acetate, butanone, n-butanol, and DMF at the factory boundary meet four times the requirements of residential area standards. The odor concentration meets the second level standard for new expansion and reconstruction projects in the "Emission Standards for Odor Pollutants" (GB14554-93). The concentration of non methane total hydrocarbons in the unorganized exhaust gas outside the workshop meets the special emission limits in the "Volatile Organic Compounds Unorganized Emission Control Standards" (GB37822-2019).

3. Noise

The daytime and nighttime noise measurement values at various monitoring points around the factory boundary of this project meet the requirements of Class 3 acoustic environmental functional zone standards in the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB12348-2008).

4. Solid waste

The solid waste generated by this project includes waste solvents, waste activated carbon, wastewater treatment sludge, waste bins, and household waste. The solid waste generated in this project is 15.95t/a, including 8.65t/a of hazardous waste, including waste solvents, waste activated carbon, wastewater treatment sludge, and waste drums. Taizhou Dechang Environmental Protection Co., Ltd. is entrusted to carry out harmless disposal; The amount of household waste generated is 7.3t/a, which is cleared and processed by the environmental sanitation department. The hazardous solid waste generated by the project complies with the requirements of the "Pollution Control Standards for Hazardous Waste Storage" (GB18597-2001) and its amendments (Announcement No. 36 of the Ministry of Environmental Protection, 2013)..

5. Total quantity

The amount of wastewater discharged in this project is 4945t/a, and the annual discharge of chemical oxygen demand and ammonia nitrogen in the wastewater is 0.494t/a and 0.074t/a, both of which meet the total pollutant control values for wastewater approved by the environmental impact assessment (chemical oxygen demand: 0.516t/a); Ammonia nitrogen: 0.077t/a); The annual emission of VOCs in the exhaust gas is 1.34t/a, which meets the recommended total pollutant control value for exhaust gas in the environmental impact assessment approval (VOCS: 4.56t/a).

3、 Conclusion

Zhejiang Xiangtian Import and Export Co., Ltd. has completed the environmental protection acceptance procedures for the 100000 ton annual sales of chemical raw material storage project, and has basically implemented the requirements of "three simultaneities". The main environmental protection facilities have been built in accordance with the requirements of environmental impact assessment and environmental impact assessment approval, and various relatively complete environmental management systems have been established. The monitoring results of wastewater, exhaust gas, and noise meet the standards, and the solid waste disposal is basically implemented in accordance with relevant national requirements. The acceptance materials are complete.
